As part of the unification of the debug format and the MIR format, print
MBB references as '%bb.5'.
The MIR printer prints the IR name of a MBB only for block definitions.

DAGCombiner already supports peeking thorough shuffles to improve vector element extraction, but legalization often leaves us in situations where we need to extract vector elements after shuffles have already been lowered.
This patch adds support for VECTOR_EXTRACT_ELEMENT/PEXTRW/PEXTRB instructions to attempt to handle target shuffles as well. I've covered some basic scenarios including handling shuffle mask scaling and the implicit zero-extension of PEXTRW/PEXTRB, there is more that could be done here (that I've mentioned in TODOs) but I haven't found many cases where its worth it.

Under normal circumstances we prefer the higher performance MOVD to extract the 0'th element of a v8i16 vector instead of PEXTRW.
But as detailed on PR27265, this prevents the SSE41 implementation of PEXTRW from folding the store of the 0'th element. Additionally it prevents us from making use of the fact that the (SSE2) reg-reg version of PEXTRW implicitly zero-extends the i16 element to the i32/i64 destination register.
This patch only preferentially lowers to MOVD if we will not be zero-extending the extracted i16, nor prevent a store from being folded (on SSSE41).

In this patch we optimize this pattern and convert the sequence into extract op of a narrow type.
This allows the BUILD_VECTOR dag optimizations to construct efficient shuffle operations in many cases.

We must not issue a bitcast operation for integer-promotion of vector types, because the
location of the values in the vector may be different.
