Retrying r268550/r268751 which were reverted at r268577/r268765 due a memory sanitizer failure.
I have not been able to reproduce that failure, but I've taken another guess at fixing
the problem in this version of the patch and will watch for another failure.

Now that `Metadata` is typeless, reflect that in the assembly. These
are the matching assembly changes for the metadata/value split in
r223802.
- Only use the `metadata` type when referencing metadata from a call
intrinsic -- i.e., only when it's used as a `Value`.
- Stop pretending that `ValueAsMetadata` is wrapped in an `MDNode`
when referencing it from call intrinsics.
So, assembly like this:

I wrote an upgrade script that handled almost all of the tests in llvm
and many of the tests in cfe (even handling many `CHECK` lines). I've
attached it (or will attach it in a moment if you're speedy) to PR21532
to help everyone update their out-of-tree testcases.

When folding branches to common destination, the updated branch weights
can exceed uint32 by more than factor of 2. We should keep halving the
weights until they can fit into uint32.

If we happen to eliminate every case in a switch that has branch
weights, we currently try to create metadata for the one remaining
branch, triggering an assert. Instead, we need to check that the
metadata we're trying to create is sensible.
