which is substituted. It is '%clang_cc1' instead of '%clang -cc1' because it
can be useful to redefine what gets run as 'clang -cc1' (for example, to set
a default target).

protocol is actually used in the translation unit. This is
important because Objective-C headers frequently contain a large
number of protocol definitions, only a few of which will be used in
any given file.
