On second thought, this can't properly be reused for highlighting.
Consider this example, which Quality wants to consider function-scope,
but highlighting must consider class-scope:
void foo() {
class X {
int ^y;
};
}
This prepares for reuse from the semantic highlighting code.
There's a bit of yak-shaving here:
- when the enum is moved into the clangd namespace, promote it to a
scoped enum. This means teaching the decision forest infrastructure
to deal with scoped enums.
- AccessibleScope isn't quite the right name: e.g. public class members
are treated as accessible, but still have class scope. So rename to
SymbolScope.
- Rename some QualitySignals members to avoid name conflicts.
(the string) SymbolScope -> Scope
(the enum) Scope -> ScopeKind
Only show the keyword as the hover "Name".
Show whether the type is deduced or undeduced as
the hover "Documentation".
Show the deduced type (if any) as the "Definition".
Don't show any hover information for:
- the "auto" word of "decltype(auto)"
- "auto" in lambda parameters
- "auto" in template arguments

This diff is a suggestion based on what @sammccall suggested in https://reviews.llvm.org/D92977 about hover on "auto". It somehow "hacks" onto the "Documentation" and "Definition" fields of `HoverInfo`. It sure looks good on VSCode, let me know if this seem acceptable to you.

We were default initializing SymbolIDs before, which would leave
indeterminate values in underlying std::array.
This patch updates the underlying data initalization to be value-init and adds a
way to check for validness of a SymbolID.

`findName` was always used in conjuction with `spellingLocIfSpelled`.
This patch replaces patterns of the form:
spellingLocIfSpelled(findName(&ND), SM)
With a new helper function:
nameLocation(ND, SM)
And removes `spellingLocIfSpelled` and `findName`. Both are never used
anywhere else and the latter is an equivalent of `Decl::getLocation` if
we ever need it again.
Summary:
Currently define inline action fully qualifies any names in the
function body, which is not optimal and definitely natural.
This patch tries to improve the situation by dropping any name
specifiers shared by function and names spelled in the body. For example
if you are moving definition of a function in namespace clang::clangd,
and body has any decl's coming from clang or clang::clangd namespace,
those qualifications won't be added since they are redundant.
It also drops any qualifiers that are visible in target context.

Summary:
This is mostly mechanical, with a few exceptions:
- getDeducedType moved into AST.h where it belongs. It now takes
ASTContext instead of ParsedAST, and avoids using the preprocessor.
- hover now uses SelectionTree directly rather than via
getDeclAtPosition helper
- hover on 'auto' used to find the decl that contained the 'auto' and
use that to set Kind and documentation for the hover result.
Now we use targetDecl() to find the decl matching the deduced type instead.
This changes tests, e.g. 'variable' -> class for auto on lambdas.
I think this is better, but the motivation was to avoid depending on
the internals of DeducedTypeVisitor. This functionality is removed
from the visitor.

Summary:
We use the name from the IdentifierInfo of the Macro to compute its
SymbolID. It is better to just take the Name as a parameter to avoid
storing the IdentifierInfo whenever we need the SymbolID for the Macro.

Summary: The parser gives implicit template instantiations to the action's HandleTopLevelDecls callback. This makes semantic highlighting highlight these templated functions multiple times. Fixed by filtering on if a Decl is an implicit function/variable/class instantiation. Also added a testcase to semantic highlighting on this.

Add a tweak for clangd to replace an auto keyword to the deduced type.
This way a user can declare something with auto and then have the
IDE/clangd replace auto with whatever type clangd thinks it is. In case
of long/complext types this makes is reduces writing effort for the
user.
The functionality is similar to the hover over the auto keyword.
Example (from the header):

entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.
