Carl Ritson 00e89b428b [AMDGPU] Add llvm.amdgcn.softwqm intrinsic 
Add llvm.amdgcn.softwqm intrinsic which behaves like llvm.amdgcn.wqm
only if there is other WQM computation in the shader.
