Recent versions of Microsoft's dumpbin tool cannot handle such PE files.
LLVM tools and GNU tools can, and use this to encode long section names
like ".debug_info", which is commonly used for DWARF. Don't do this in
mingw mode or when -debug:dwarf is passed, since the user probably wants
long section names for DWARF sections.

Now that our support for PDB emission is reasonably good, there is
no longer a need to emit a COFF symbol table.
Also fix a bug where we would fail to emit a string table for long
section names if /debug was not specified.

Sections that will be mapped at runtime will only have the short
section name available, since the string table it points into isn't
mapped. Therefore prefer truncating those names over writing a
long name that is unavailable at runtime.
This allows libunwind to find the .eh_frame section at runtime even
if the module was built with debug info enabled.

The previous logic to find default entry name or subsystem does not
seem correct (i.e. was not compatible with MSVC linker). Previously,
default entry name was inferred from CRT functions and user-defined
entry functions. Subsystem was inferred from CRT functions.
Default entry name and subsystem are now inferred based on the
following table. Note that we no longer use CRT functions to infer
them.

Section names were truncated to 8 bytes because the section table's
name field is 8 byte long. This patch creates the string table to
store long names.
