Clang/LLVM doesn't have a way to pass an HLE hint through to the X86 backend to emit HLE prefixed instructions. So this is a good short term fix.

Summary:
The _bit_scan_forward and _bit_scan_reverse intrinsics were accidentally
masked under the preprocessor checks that prune intrinsics definitions for the
benefit of faster compile-time on Windows. This patch moves the
definitons out of that region.

The X86 clang/test/CodeGen/*builtins.c tests define the mm_malloc.h include
guard as a hack for avoiding its inclusion (mm_malloc.h requires a hosted
environment since it expects stdlib.h to be available - which is not the case
in these internal clang codegen tests).
This patch removes this hack and instead passes -ffreestanding to clang cc1.

There is no need to use a target-specific intrinsic to implement
_bit_scan_forward or _bit_scan_reverse, reimplementing them using
generic intrinsics makes it more likely that the middle end will
understand what's going on.
