The %T lit expansion expands to a common directory shared between all
the tests in the same directory, which is unexpected and unintuitive,
and more importantly, it's been a source of subtle race conditions and
flaky tests. In https://reviews.llvm.org/D35396, it was agreed that it
would be best to simply ban %T and only keep %t, which is unique to each
test. When a test needs a temporary directory, it can just create one
using mkdir %t.
This patch removes %T in compiler-rt.

These test cases occassionally fail when run on powerpc64le:

rtl/TsanRtlTest/Posix.ThreadLocalAccesses
TestCases/Posix/coverage-fork-direct.cc
The failures cause false problem reports to be sent to developers whose
code had nothing to do with the failures. Reactivate them when the real
problems are fixed.
This could also be related to the same problems as with the tests
ThreadedOneSizeMallocStressTest, ThreadedMallocStressTest, ManyThreadsTest,
and several others that do not run reliably on powerpc.

/proc/self/maps can't be read atomically, this leads to episodic
crashes in libignore as it thinks that a module is loaded twice.
See the new test for an example.
dl_iterate_phdr does not have this problem.
Switch libignore to dl_iterate_phdr.
