[flang] Update tco tool pipline and add translation to LLVM IR
tco is a tool to test the FIR to LLVM IR pipeline of the Flang compiler.

This patch update tco pipelines and adds the translation to LLVM IR.

A simple test is added to make sure the tool is working with a simple
FIR program.
More tests will be upstream in follow up patch from the fir-dev branch.

This patch is part of the upstreaming effort from fir-dev branch.

Eric Schweitz 97d8972c9c [flang][fir] Add the pre-code gen rewrite pass and codegen ops.
Before the conversion to LLVM-IR dialect and ultimately LLVM IR, FIR is
partially rewritten into a codegen form.  This patch adds that pass, the
fircg dialect, and the small set of Ops in the fircg (sub) dialect.
Fircg is not part of the FIR dialect and should never be used outside of
the (closed) conversion to LLVM IR.

Alex Zinenko 2996a8d675 [mlir] avoid exposing mutable DialectRegistry from MLIRContext
MLIRContext allows its users to access directly to the DialectRegistry it
contains. While sometimes useful for registering additional dialects on an
already existing context, this breaks the encapsulation by essentially giving
raw accesses to a part of the context's internal state. Remove this mutable
access and instead provide a method to append a given DialectRegistry to the
one already contained in the context. Also provide a shortcut mechanism to
construct a context from an already existing registry, which seems to be a
common use case in the wild. Keep read-only access to the registry contained in
the context in case it needs to be copied or used for constructing another
context.

With this change, DialectRegistry is no longer concerned with loading the
dialects and deciding whether to invoke delayed interface registration. Loading
is concentrated in the MLIRContext, and the functionality of the registry
better reflects its name.

Mehdi Amini f6615b2ddb Update FIR registration to not rely on the global MLIR dialect registry (NFC)
MLIR is removing "soon" the global dialect registry, this patch is
transitionning FIR to not rely on it anymore.

jeanPerier 57f536a448 [flang] Add Fortran IR (FIR) MLIR dialect implementation (flang-compiler/f18#1035)
Adds FIR library that implements an MLIR dialect to which Fortran
parse-tree will be lowered to.

FIR is defined and documented inside FIROps.td added in this commit.
It is possible to generate a more readable description FIRLangRef.md
from FIROps.td following the related instructions added to the README.md
by this commit.

This patch adds FIR definition and implementation that allow parsing,
printing, and verifying FIR. FIR transformations and lowering to Standard
and LLVM dialects are not part of this patch. The FIR verifiers are verifying
the basic properties of FIR operations in order to provide a sufficient
frame for lowering. Verifiers for more advanced FIR properties can be added
as needed.

Coarrays are not covered by FIR defined in this patch.

This patch also adds tco tool that is meant to process FIR input files and
drives transformations on it. The tco tool is used for testing.
In this patch, it is only used to demonstrate parsing/verifying/
and dumping FIR with round-trip tests.

This commit does not reflect an actual work log, it is a feature-based split of the
changes done in the FIR experimental branch. The related work log can be found in the
