Craig Topper 4802d4e23e [X86] Don't use NOPL when the assembler is passed an empty CPU string. Update tests to force a CPU with NOPL 
Empty string should be equivalent to "generic" which doesn't allow NOPL. Force tests to use specificy 'pentiumpro' to guarantee NOPL.

Jan Wen Voung 87f77b5f9a Add hook in MCSection to decide when to use "optimized nops", for each 
section kind. Previously, optimized nops were only used for MachO.
Also added tests for ELF and COFF.
