We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

This change allows users pass compression level that was not listed
in the enum. Also, I think using different values than zlib's
compression levels was just confusing.

resize() (zeroing) makes every allocated page resident. The actual size of the compressed buffer is usually much
smaller. Making every page resident is wasteful.
When linking a test binary with ~1.9GiB uncompressed debug info with LLD, this optimization decreases max RSS by ~1.5GiB.

SmallVectors are convenient, but they don't cover every use case.
In particular, they are fairly large (3 pointers + one element) and
there is no way to take ownership of the buffer to put it somewhere
else. This patch then adds a lower lever interface that works with
any buffer.

Mark destination buffer in zlib::compress and zlib::decompress as fully
initialized.
When building LLVM with system zlib and MemorySanitizer instrumentation,
MSan does not observe memory writes in zlib code and erroneously considers
zlib output buffers as uninitialized, resulting in false use-of-uninitialized
memory reports. This change helps MSan understand the state of that memory
and prevents such reports.

This avoids an extra copy during decompression and avoids the use of
MemoryBuffer which is a weirdly esoteric device that includes unrelated
concepts like "file name" (its rather generic name is a bit misleading).
Similar refactoring of zlib::compress coming up.

This compiles with no changes to clang/lld/lldb with MSVC and includes
overloads to various functions which are used by those projects and llvm
which have OwningPtr's as parameters. This should allow out of tree
projects some time to move. There are also no changes to libs/Target,
which should help out of tree targets have time to move, if necessary.
