This change gives explicit order of verifier execution and adds
`hasRegionVerifier` and `verifyWithRegions` to increase the granularity
of verifier classification. The orders are as below,
1. InternalOpTrait will be verified first, they can be run independently.
2. `verifyInvariants` which is constructed by ODS, it verifies the type,
attributes, .etc.
3. Other Traits/Interfaces that have marked their verifier as
`verifyTrait` or `verifyWithRegions=0`.
4. Custom verifier which is defined in the op and has marked
`hasVerifier=1`
If an operation has regions, then it may have the second phase,
5. Traits/Interfaces that have marked their verifier as
`verifyRegionTrait` or
`verifyWithRegions=1`. This implies the verifier needs to access the
operations in its regions.
6. Custom verifier which is defined in the op and has marked
`hasRegionVerifier=1`
Note that the second phase will be run after the operations in the
region are verified. Based on the verification order, you will be able to
avoid verifying duplicate things.

Summary:
Generalize broadcastable trait to variadic operands. Update the
documentation that still talked about element type as part of
broadcastable trait (that bug was already fixed). Also rename
Broadcastable to ResultBroadcastableShape to be more explicit that the
trait affects the result shape (it is possible for op to allow
broadcastable operands but not have result shape that is broadcast
compatible with operands).
Doing some intermediate work to have getBroadcastedType take an optional
elementType as input and use that if specified, instead of the common
element type of type1 and type2 in this function.

Currently, Broadcastable trait also rejects instances when the op result has shape other than what can be statically inferred based on the operand shapes even if the result shape is compatible with the inferred broadcasted shape.
For example,
(tensor<3x2xi32>, tensor<*xi32>) -> tensor<4x3x2xi32>
(tensor<2xi32>, tensor<2xi32>) -> tensor<*xi32>

TensorFlow comparison ops like tf.Less supports broadcast behavior but the result
type have different element types as the input types. Extend broadcastable trait
to allow such cases. Added tf.Less to demonstrate it.

That allows TensorFlow Add and Div ops to use Broadcastable op trait instead of
more restrictive SameValueType op trait.
That in turn allows TensorFlow ops to be registered by defining GET_OP_LIST and
including the generated ops file. Currently, tf-raise-control-flow pass tests
are using dynamic shapes in tf.Add op and AddOp can't be registered without
supporting the dynamic shapes.

The operand and result types of binary ops are not necessarily the
same. For those binary ops, we cannot print in the short-form assembly.
Enhance impl:::printBinaryOp to consider operand and result types
to select which assembly form to use.

We also need the broadcast logic in the TensorFlow dialect. Move it to a
Dialect/ directory for a broader scope. This Dialect/ directory is intended
for code not in core IR, but can potentially be shared by multiple dialects.
Apart from fixing TensorFlow op TableGen to use this trait, this CL only
contains mechanical code shuffling.
