For a definition (of most linkage types), dso_local is set for ELF -fno-pic/-fpie
and COFF, but not for Mach-O. This nuance causes unneeded binary format differences.
This patch replaces (function) `define ` with `define{{.*}} `,
(variable/constant/alias) `= ` with `={{.*}} `, or inserts appropriate `{{.*}} `
if there is an explicit linkage.
* Clang will set dso_local for Mach-O, which is currently implied by TargetMachine.cpp. This will make COFF/Mach-O and executable ELF similar.
* Eventually I hope we can make dso_local the textual LLVM IR default (write explicit "dso_preemptable" when applicable) and -fpic ELF will be similar to everything else. This patch helps move toward that goal.
The tests that failed on a windows host have been fixed.

No ABI for C++ currently makes it possible to implement the standard
100% perfectly. We wrongly hid some of our compatible behavior behind
-fms-compatibility instead of tying it to the compiler ABI.

We assumed that the most recent declaration of an inline function would
also be inline. However, a more recent declaration can come from a
friend declaration in a class template that is instantiated at the
definition of the function.

Summary:
MSVC always emits inline functions marked with the extern storage class
specifier. The result is something similar to the opposite of
__attribute__((gnu_inline)).
This extension is also available in C.
This fixes PR19264.

"inline", we weren't giving the definition weak linkage because the
"inline" bit wasn't propagated. This was a longstanding FIXME that,
somehow, hadn't triggered a bug in the wild. Fix this problem by
tracking whether any declaration was marked "inline", and clean up the
semantics of GNU's "extern inline" semantics calculation based on this
change.

- This is designed to make it obvious that %clang_cc1 is a "test variable"
which is substituted. It is '%clang_cc1' instead of '%clang -cc1' because it
can be useful to redefine what gets run as 'clang -cc1' (for example, to set
a default target).
