Delete insignificant addresses to make them more tolerant to layout changes

Delete weak-undef-val.s - covered by relocation-undefined-weak.s
Delete weak-undef-export.s - covered by additional test added to weak-undef.s
Delete version-undef-sym.s - covered by undefined-versioned-symbol.s => version-symbol-undef.s
Delete symbol-ordering-file2.s - covered by symbol-ordering-file.s
Delete gotpcrelx.s - covered by gotpc-relax-und-dso.s => x86-64-gotpc-relax-und-dso.s

Rafael Espindola f931c179ca Don't depend on "call foo" producing a X86_64_PC32.
Newer versions of the gnu assembler produce a X86_64_PLT32 for
calls. There is a change under review in llvm to do the same, so update
the tests to not depend on it.

We can still produce a R_X86_64_PC32 with ".long foo - .".

Rafael Espindola a9c490b71d Allow relocations in rw sections to create plt entries.
If a relocation cannot be implemented by the dynamic linker and the
section is rw, allow creating a plt entry to use as the function
address as if the section was ro.

This matches bfd and gold. It also matches our behavior with -z
notext.
