We need to dedup archive loads (similar to what we do for dylib
loads).
I noticed this issue after building some Swift stuff that used
`-force_load_swift_libs`, as it caused some Swift archives to be loaded
many times.

* Migrate most of our tests to use `split-file` instead of `echo`
* Remove individual `rm -f %t/libfoo.a` commands in favor of a top-level `rm -rf %t`
* Remove unused `Inputs/libfunction.s`

It's similar to lld-ELF's `-whole-archive`, but applied to individual
archives instead of to a series of them.
