Ilya Biryukov d95020108c Migrate dockerfiles to use multi-stage builds. 
Summary:
We previously emulated multi-staged builds using two dockerfiles,
native support from Docker allows us to merge them into one,
simplifying our scripts.

Ilya Biryukov 867e36de38 Changed Dockerfiles to install LLVM into /usr/local 
Summary:
Previously, the installation path was simply '/'.
Using '/usr/local' would ensure that LLVM installation does not
conflict with software installed via package managers.
