Eli Friedman 9b9454af8a Require "target datalayout" to be at the beginning of an IR file. 
This will allow us to use the datalayout to disambiguate other
constructs in IR, like load alignment. Split off from D78403.

Daniel Berlin 1316a94ebc NewGVN: This patch makes memory congruence work for all types of 
memorydefs, not just stores.  Along the way, we audit and fixup issues
about how we were tracking memory leaders, and improve the verifier
to notice more memory congruency issues.
