Ben Langmuir a8217afe16 [llvm-config] Fix cflags test looking for "warning" 
This will fail if you configure with e.g. -Wno-unknown-warning-option.
Change it to check for 'warning:' just like we did for 'error:' in
r289484.

Chris Bieneman f07d05eccd [llvm-config] Fix cflags test looking for "error" 
This test is (I think) actually trying to make sure no errors are printed, but it hits on the string "error" in flags.

Ehsan Akhgari 155ca8f251 llvm-config: Add preliminary Windows support 
Summary:
This patch adds Windows support for a few of the llvm-config commands,
including cflags, ldflags, libs, and system-libs.

Currently llvm-config is untested, so this patch adds tests for the
commands that it fixes as well.
