Michal Gorny 0820041e1d [clang-tools-extra] [cmake] Link against libclang-cpp whenever possible 
Use clang_target_link_libraries() in order to support linking against
libclang-cpp instead of static libraries.

Nico Weber b28b4c9036 Fix clangd-fuzzer build 
r357102 made clangd-fuzzer no longer compile, but before
r357654 / r357694 we didn't notice. Fix the compile.

Also add a dep on FuzzMutate which I forgot to do in r357654.

Nico Weber 920f6c8163 Make clangd-fuzzer use the normal add_llvm_fuzzer() machinery 
This allows building it even if no fuzzer is enabled. (Sadly, it only
builds on Linux at the moment.)
