Summary:
D61491 caused us to use relocs when they're not strictly necessary, to
refer to symbols in the text section. This is a pessimization and it's a
problem for some loaders that don't support relocs yet.

Summary:
Instead of encoding a high-word of 0 using a fake TargetGlobalAddress,
just use a literal target constant. This simplifies some subsequent changes.
The generated assembly is now more explicit about the kind of relocation
that is to be used.

We use both -long-option and --long-option in tests. Switch to --long-option for consistency.
In the "llvm-readelf" mode, -long-option is discouraged as it conflicts with grouped short options and it is not accepted by GNU readelf.
While updating the tests, change llvm-readobj -s to llvm-readobj -S to reduce confusion ("s" is --section-headers in llvm-readobj but --symbols in llvm-readelf).

Currently the default C calling convention functions are treated
the same as compute kernels. Make this explicit so the default
calling convention can be changed to a non-kernel.
Converted with perl -pi -e 's/define void/define amdgpu_kernel void/'
on the relevant test directories (and undoing in one place that actually
wanted a non-kernel).

Don't cast GV expression to MCSymbolRefExpr. r272705 changed GV to binary
expressions by including offset even if the offset it 0
(we haven't hit this sooner since tested workloads don't include static offsets)
We don't really care about the type of expression, so set it directly.

Consider section relative relocations. Since all const as data is in one boffer section relative is equivalent to abs32.
