Half-type mangling is accomplished following the method introduced by Erich
Keane for mangling _Float16. Updated the half.cl LIT test to cover this
particular case.

Add supported OpenCL extensions to target info. It serves as default values to save the users of the burden setting each supported extensions and optional core features in command line.

We previously defaulted to long double, but it's also possible to have
a half inc/dec amount, when LangOpts NativeHalfType is set.
Currently, that's only true for OpenCL.
