David Blaikie 1def2579e1 PR51018: Remove explicit conversions from SmallString to StringRef to future-proof against C++23
C++23 will make these conversions ambiguous - so fix them to make the
codebase forward-compatible with C++23 (& a follow-up change I've made
will make this ambiguous/invalid even in <C++23 so we don't regress
this & it generally improves the code anyway)

[clangd][QueryDriver] Dont check for existence of driver
Execute implementations already checks for permissions and existence
and returns relevant errors as necessary, so instead of printing our own errors,
we just print theirs.

This also fixes a case in windows where the driver might be missing the `.exe`
suffix. Previously, clangd would reject such a driver because sys::fs::exists is
strict, whereas the underlying Execute implementation would check with `.exe`
suffix too.

Giulio Girardi 2f8d1e9eb2 [clangd] When querying drivers by binary, look in PATH too
Sometimes compile_commands.json databases are created without an
absolute path for the driver in the command field. By default the driver
name is appended to the current directory, however if no driver is found
in that location assume it was in the default PATH and try finding it
there

Aleksandr Platonov 1ca174b642 [clangd][query-driver] Extract target
In some cases system includes extractions is not enough, we also need target specific defines.
The problems appears when clang default target is not the same as toolchain's one (GCC cross-compiler, MinGW on Windows).
After this patch `query-driver` also extracts target and adds `--target=<extracted target>` compile option.

Sam McCall 806342b8ef [clangd] Resolve driver symlinks, and look up unknown relative drivers in PATH.
Summary:
This fixes a reported bug: if clang and libc++ are installed under
/usr/lib/llvm-11/...  but there'- a symlink /usr/bin/clang++-11, then a
compile_commands.json with "/usr/bin/clang++-11 -stdlib=libc++" would previously
look for libc++ under /usr/include instead of /usr/lib/llvm-11/include.
The PATH change makes this work if the compiler is just "clang++-11" too.

As this is now doing IO potentially on every getCompileCommand(), we cache
the results for each distinct driver.

While here:
- Added a Memoize helper for this as multithreaded caching is a bit noisy.
- Used this helper to simplify QueryDriverDatabase and reduce blocking there.
  (This makes use of the fact that llvm::Regex is now threadsafe)

Benjamin Kramer adcd026838 Make llvm::StringRef to std::string conversions explicit.
This is how it should've been and brings it more in line with
std::string_view. There should be no functional change here.

This is mostly mechanical from a custom clang-tidy check, with a lot of
manual fixups. It uncovers a lot of minor inefficiencies.

This doesn't actually modify StringRef yet, I'll do that in a follow-up.
