Simon Pilgrim e7d9182a66 Enable constexpr on BITREVERSE builtin intrinsics (PR47249)
This enables us to use the __builtin_bitreverse 8/16/32/64 intrinsics inside constexpr code.

Craig Topper f95a6d9305 [Builtins] Add __builtin_clrsb support to IntExprEvaluator::VisitBuiltinCallExpr
This addresses a FIXME that has existed since before clang supported the builtin.

Benjamin Kramer dfecbe9ad8 Add support for a limited subset of TS 18661-3 math builtins.
These just overloads for _Float128. They're supported by GCC 7 and used
by glibc. APFloat support is already there so just add the overloads.

__builtin_copysignf128
__builtin_fabsf128
__builtin_huge_valf128
__builtin_inff128
__builtin_nanf128
__builtin_nansf128

This is the same support that GCC has, according to the documentation,
but limited to _Float128.

Benjamin Kramer a801f4a81d Expose __builtin_bswap16.
GCC has always supported this on PowerPC and 4.8 supports it on all platforms,
so it's a good idea to expose it in clang too. LLVM supports this on all targets.

Daniel Dunbar 8fbe78f6fc Update tests to use %clang_cc1 instead of 'clang-cc' or 'clang -cc1'.
- This is designed to make it obvious that %clang_cc1 is a "test variable"
   which is substituted. It is '%clang_cc1' instead of '%clang -cc1' because it
   can be useful to redefine what gets run as 'clang -cc1' (for example, to set
   a default target).

Daniel Dunbar c3d79cf6b3 Teach tryEvaluate that fabs, copysign, and unary +/- are constants for
floats.
 - With testcase, which also has some other things GCC folds but we
   don't commented out in it.
