A bunch of test cases needed to be cleaned up for this, many my fault -
when implementid imported modules I updated test cases by simply
duplicating the prior metadata field - which wasn't always the empty
metadata entry.

We are going to drop debug info without a version number or with a different
version number, to make sure we don't crash when we see bitcode files with
different debug info metadata format.

lowering only for load/stores to scalar allocas. The resulting values
confuse the backend and don't add anything because we can describe
array-allocas with a dbg.declare intrinsic just fine.

the ARM build bots, and it adds a weird case to the test suite where
a test uses as inputs files in the parent directory.
Talked about this with Dave on IRC and he's fine with this approach even
though it isn't optimal.
