- Rename doc files to subdirs by module
- Update release notes and check list to use subdirs
- Update add_new_check.py to handle doc subdirs

Balázs Kéri cc7ed0caac [clang-tidy] bugprone-signal-handler: Message improvement and code refactoring.
Another change of the code design.
Code simplified again, now there is a single place to check
a handler function and less functions for bug report emitting.
More details are added to the bug report messages.

Balázs Kéri b088237f08 [clang-tidy] bugprone-signal-handler improvements: display call chain
Display notes for a possible call chain if an unsafe function is found to be
called (maybe indirectly) from a signal handler.
The call chain displayed this way includes probably not the first calls of
the functions, but it is a valid possible (in non path-sensitive way) one.

Balázs Kéri 9d8c3ad94f [clang-tidy] Change code of SignalHandlerCheck (NFC).
Using clang::CallGraph to get the called functions.
This makes a better foundation to improve support for
C++ and print the call chain.

Balázs Kéri 2c54b29337 [clang-tidy] Extending bugprone-signal-handler with POSIX functions.
An option is added to the check to select wich set of functions is
defined as asynchronous-safe functions.

Balázs Kéri d1b2a52319 [clang-tidy] Add signal-handler-check for SEI CERT rule SIG30-C
SIG30-C. Call only asynchronous-safe functions within signal handlers

First version of this check, only minimal list of functions is allowed
("strictly conforming" case), for C only.
