This patch adds a pipeline to support in-order CPUs such as ARM
Cortex-A55.
In-order pipeline implements a simplified version of Dispatch,
Scheduler and Execute stages as a single stage. Entry and Retire
stages are common for both in-order and out-of-order pipelines.

There is a function attribute 'nomerge' in addition to 'noduplicate'
and 'convergent'. Both 'noduplicate' and 'convergent' have corresponding
intrinsic properties. This patch adds an intrinsic property for the
'nomerge' attribute.

CheckInteger uses an int64_t encoded using a variable width encoding
that is optimized for encoding a number with a lot of leading zeros.
Negative numbers have no leading zeros so use the largest encoding
requiring 9 bytes.
I believe its most like we want to check for positive and negative
numbers near 0. -1 is quite common due to its use in the 'not'
idiom.
To optimize for this, we can borrow an idea from the bitcode format
and move the sign bit to bit 0 with the magnitude stored in the
upper bits. This will drastically increase the number of leading
zeros for small magnitudes. Then we can run this value through
VBR encoding.
This gives a small reduction in the table size on all in tree
targets except VE where size increased by about 300 bytes due
to intrinsic ids now requiring 3 bytes instead of 2. Since the
intrinsic enum space is shared by all targets this an unfortunate
consquence of where VE is currently located in the range.

Allow different GICustomOperandRenderers to use the same RendererFn.
This avoids the need for targets to define a bunch of identical C++
renderer functions with different names.
Without this fix TableGen would have emitted code that tried to define
the GICR enumeration with duplicate enumerators.

If we instantiate self-referenced anonymous records in foreach and
multiclass, the NAME value will point to incorrect record. It's because
anonymous name is resolved too early.
This patch adds AnonymousNameInit to represent an anonymous record name.
When instantiating an anonymous record, it will update the referred name.

If multiclass argument comes from loop varaible and argument is record type,
it will not recognize the type. This patch ensures that loop variables are
resolved correctly.

This patch allows targets to define multiple cost
values for each register so that the cost model
can be more flexible and better used during the
register allocation as per the target requirements.
For AMDGPU the VGPR allocation will be more efficient
if the register cost can be associated dynamically
based on the calling convention.

There can be muliple patterns that map to the same compressed
instruction. Reversing those leads to multiple ways to uncompress
an instruction, but its not easily controllable which one will
be chosen by the tablegen backend.
This patch adds a flag to mark patterns that should only be used
for compressing. This allows us to leave one canonical pattern
for uncompressing.
The obvious benefit of this is getting c.mv to uncompress to
the addi patern that is aliased to the mv pseudoinstruction. For
the add/and/or/xor/li patterns it just removes some unreachable
code from the generated code.

The TableGen emitter for directives has two slots for flangClass information and this was mainly
to be able to keep up with the legacy openmp parser at the time. Now that all clauses are encapsulated in
AccClause or OmpClause, these two strings are not necessary anymore and were the the source of couple
of problem while working with the generic structure checker for OpenMP.
This patch remove the flangClassValue string from DirectiveBase.td and use the string flangClass as the
placeholder for the encapsulated class.

This first step adds the assert statement and supports it at top level
and in record definitions. Later steps will support it in class
definitions and multiclasses.
TableGen would pick the largest RC for constraining the operands, which
could potentially be an unallocatable RC. This patch removes selection
of unallocatable RCs.

Use the TableGen feature to have enum values for clauses.
Next step will be to extend the MLIR part used currently by OpenMP
to use the same enum on the dialect side.
This patch also add function that convert the enum to StringRef to be
used on the dump-parse-tree from flang.

directives and clauses.
To avoid generate lots of specific small code from tablegen, the macros previously
used in OMPKinds.def are generated almost as identical. This can be polished and
possibly removed in a further patch.

Validity check introduce in D90241 are a bit too restrict and this patch propose to losen
them a bit. The duplicate clauses is now check only between the three allowed lists and between the
requiredClauses and allowedClauses lists. This allows to enable some check where a clause can be
required but also appear only once on the directive. We found these kind of restriction useful
on the set directive in OpenACC for example.

Check for duplicate clauses associated with directive. Clauses can appear only once
in the 4 lists associated with each directive (allowedClauses, allowedOnceClauses,
allowedExclusiveClauses, requiredClauses). Duplicates were already present (removed with this

D70365 allows us to make attributes default. This is a follow up to
actually make nosync, nofree and willreturn default. The approach we
chose, for now, is to opt-in to default attributes to avoid introducing
problems to target specific intrinsics. Intrinsics with default
attributes can be created using `DefaultAttrsIntrinsic` class.
When nesting INSERT_SUBREG and EXTRACT_SUBREG, GlobalISelEmitter would
fail to find the register class of the nested node. This patch fixes
that for registers with subregs.

When generating matching tables for GlobalISel, TableGen would output
"::zero_reg" whenever encountering the zero_reg, which in turn would
result in compilation error. This patch fixes that by instead outputting
NoRegister (== 0), which is the same result that TableGen produces when
generating matching tables for ISelDAG.

Predicates with 'let PredicateCodeUsesOperands = 1' want to examine
matched operands. When we encounter predicate code that uses operands,
analyze its named operand arguments and create a map between argument
index and name. Later, when leaf node with name is encountered, emit
GIM_RecordNamedOperand that will store that operand at its argument
index in operand list. This operand list will be an argument to c++
code of the predicate.
