Summary:
This *might* be the last fold for `sink-addsub-of-const.ll`, but i'm not sure yet.
As far as i can tell, there are no regressions here (ignoring x86-32),
all changes are either good or neutral.
This, almost surprisingly to me, fixes the motivational tests (in `shift-amount-mod.ll`)
`@reg32_lshr_by_sub_from_negated` from [[ https://bugs.llvm.org/show_bug.cgi?id=41952 | PR41952 ]].

This commit drops that patch's changes to:
llvm/test/CodeGen/NVPTX/f16x2-instructions.ll
llvm/test/CodeGen/NVPTX/param-load-store.ll
For some reason, the dos line endings there prevent me from commiting
via the monorepo. A follow-up commit (not via the monorepo) will
finish the patch.

For multiprecision arithmetic on MIPS, rather than using ISD::ADDE / ISD::ADDC,
get SelectionDAG to break down the operation into ISD::ADDs and ISD::SETCCs.
For MIPS, only the DSP ASE has a carry flag, so in the general case it is not
useful to directly support ISD::{ADDE, ADDC, SUBE, SUBC} nodes.
Also improve the generation code in such cases for targets with
TargetLoweringBase::ZeroOrOneBooleanContent by directly using the result of the
comparison node rather than using it in selects. Similarly for ISD::SUBE /
ISD::SUBC.
Address optimization breakage by moving the generation of MIPS specific integer
multiply-accumulate nodes to before legalization.
This revolves PR32713 and PR33424.

Summary:
The backend has no reason to behave like a driver and should generally do
as it's told (and error out if it can't) instead of trying to figure out
what the API user meant. The default ABI is still derived from the arch
component as a concession to backwards compatibility.
API-users that previously passed an explicit CPU and a triple that was
inconsistent with the CPU (e.g. mips-linux-gnu and mips64r2) may get a
different ABI to what they got before. However, it's expected that there
are no such users on the basis that CodeGen has been asserting that the
triple is consistent with the selected ABI for several releases. API-users
that were consistent or passed '' or 'generic' as the CPU will see no
difference.

Summary:
The -mcpu=mips16 option caused the Integrated Assembler to crash because
it couldn't figure out the architecture revision number to write to the
.MIPS.abiflags section. This CPU definition has been removed because, like
microMIPS, MIPS16 is an ASE to a base architecture.

Summary:
... and after all that refactoring, it's possible to distinguish softfloat
floating point values from integers so this patch no longer breaks softfloat to
do it.
Remove direct handling of i32's in the N32/N64 ABI by promoting them to
i64. This more closely reflects the ABI documentation and also fixes
problems with stack arguments on big-endian targets.
We now rely on signext/zeroext annotations (already generated by clang) and
the Assert[SZ]ext nodes to avoid the introduction of unnecessary sign/zero
extends.
It was not possible to convert three tests to use signext/zeroext. These tests
are bswap.ll, ctlz-v.ll, ctlz-v.ll. It's not possible to put signext on a
vector type so we just accept the sign extends here for now. These tests don't
pass the vectors the same way clang does (clang puts multiple elements in the
same argument, these map 1 element to 1 argument) so we don't need to worry too
much about it.
With this patch, all known N32/N64 bugs should be fixed and we now pass the
first 10,000 tests generated by ABITest.py.
