Daniel Sanders	15f7bc7857	Add option to limit Debugify to locations (omitting variables) ... Summary: It can be helpful to test behaviour w.r.t locations without having DEBUG_VALUE around. In particular, because DEBUG_VALUE has the potential to change CodeGen behaviour (e.g. hasOneUse() vs hasOneNonDbgUse()) while locations generally don't. Daniel Sanders	25ee861372	[debugify] Move the Debugify pass from tools/opt to lib/Transform/Utils ... Summary: I need to make use of this pass from a driver program that isn't opt. Therefore this patch moves this pass into the LLVM library so that it is available for use elsewhere.
