Third time's the charm.

This was reverted in r363220 due to being suspected of an internal benchmark
regression and a test failure, none of which turned out to be caused by this.

We have observed some failures with internal builds with this revision.

- Performance regressions:
  - llvm's SingleSource/Misc evalloop shows performance regressions (although these may be red herrings).
  - Benchmarks for Abseil's SwissTable.
- Correctness:
  - Failures for particular libicu tests when building the Google AppEngine SDK (for PHP).

hwennborg has already been notified, and is aware of reproducer failures.

This was reverted in r360086 as it was supected of causing mysterious test
failures internally. However, it was never concluded that this patch was the
root cause.

This was causing strange optimization-related test failures on an internal test. Will followup with more details offline.

The original commit caused false positives from AddressSanitizer's
use-after-scope checks, which have now been fixed in r358478.

David L. Jones 8b8a02175a Revert r357452 - 'SimplifyCFG SinkCommonCodeFromPredecessors: Also sink function calls without used results (PR41259)'
This revision causes tests to fail under ASAN. Since the cause of the failures
is not clear (could be ASAN, could be a Clang bug, could be a bug in this
revision), the safest course of action seems to be to revert while investigating.

Jessica Paquette f90edbe3d6 Recommit "Enable MachineOutliner by default under -Oz for AArch64"
Fixed the ASAN failure from before in r338148, so recommiting.

This patch enables the MachineOutliner by default in AArch64 under -Oz.

The MachineOutliner offers around a 4.5% improvement on the current -Oz code
size improvements.

We have done work into improving the debuggability of outlined code, so that
users of -Oz won't be surprised by the optimization. We have also been executing
the LLVM test suite and common external tests such as the SPEC suites
continuously with no issue. The outliner has a low compile-time overhead of
roughly 1%. At this point, the outliner would be a really good addition to the
-Oz pass pipeline!

Francis Visoiu Mistrih b41dbbe325 [CodeGen] Print jump-table index operands as %jump-table.0 in both MIR and debug output
Work towards the unification of MIR and debug output by printing `%jump-table.0` instead of `<jt#0>`.

Only debug syntax is affected.

As part of the unification of the debug format and the MIR format, print
MBB references as '%bb.5'.

The MIR printer prints the IR name of a MBB only for block definitions.

Evandro Menezes eb97e3554c Add option to specify minimum number of entries for jump tables
Add an option to allow easier experimentation by target maintainers with the
minimum number of entries to create jump tables.  Also clarify the name of
the other existing option governing the creation of jump tables.

Evandro Menezes 601f4cb9f7 Switch lowering: improve partitioning of jump tables
When there's a tie between partitionings of jump tables, consider also cases
that result in no jump tables, but in one or a few cases.  The motivation is
that many contemporary processors typically perform case switches fairly
quickly.

Evandro Menezes e45de8a5ec Add support to optionally limit the size of jump tables.
Many high-performance processors have a dedicated branch predictor for
indirect branches, commonly used with jump tables.  As sophisticated as such
branch predictors are, they tend to have well defined limits beyond which
their effectiveness is hampered or even nullified.  One such limit is the
number of possible destinations for a given indirect branches that such
branch predictors can handle.

This patch considers a limit that a target may set to the number of
destination addresses in a jump table.
