1. add -gen-riscv-vector-builtins for clang builtins.

riscv_vector.td also defines some unused type transformers for vadd,

This defines two node archetypes with trivial class definitions:
- Alternatives: the generated abstract classes are trivial as all
functionality is via LLVM RTTI
- Unconstrained: this is a placeholder, I think all of these are going to be
Lists but today they have no special accessors etc, so we just say
"could contain anything", and migrate them one-by-one to Sequence later.
Compared to Dmitri's prototype, Nodes.td looks more like a class hierarchy and
less like a grammar. (E.g. variants list the Alternatives parent rather than
vice versa).
The main reasons for this:
- the hierarchy is an important part of the API we want direct control over.
- e.g. we may introduce abstract bases like "loop" that the grammar doesn't
care about in order to model is-a concepts that might make refactorings
more expressive. This is less natural in a grammar-like idiom.
- e.g. we're likely to have to model some alternatives as variants and others
as class hierarchies, the choice will probably be based on natural is-a
relationships.
- it reduces the cognitive load of switching from editing *.td to working with
code that uses the generated classes

My plan is to have this general-purpose Nodes.inc in the style of AST
DeclNodes.inc etc, and additionally a special-purpose backend generating
the actual class definitions. But baby steps...

Reworked the patch to avoid sharing a header (SVETypeFlags.h) between
include/clang/Basic and utils/TableGen/SveEmitter.cpp. Now the patch
generates the enum/flags which is included in TargetBuiltins.h.
Also renamed one of the SveEmitter options to be in line with MVE.

This patch adds 'q' to mean 'scalable vector' in the builtin
type string, and for SVE will return the matching builtin
type as defined in the C/C++ language extensions for SVE.
This patch also adds some scaffolding to generate the arm_sve.h
header file, and some builtin definitions (+CodeGen) to be able
to implement some simple masked load intrinsics that use the
ACLE types, such as:

Summary:
This patch generalizes the existing code to support CDE intrinsics
which will share some properties with existing MVE intrinsics
(some of the intrinsics will be polymorphic and accept/return values
of MVE vector types).
Specifically the patch:
* Adds new tablegen backends -gen-arm-cde-builtin-def,
-gen-arm-cde-builtin-codegen, -gen-arm-cde-builtin-sema,
-gen-arm-cde-builtin-aliases, -gen-arm-cde-builtin-header based on
existing MVE backends.
* Renames the '__clang_arm_mve_alias' attribute into
'__clang_arm_builtin_alias' (it will be used with CDE intrinsics as
well as MVE intrinsics)
* Implements semantic checks for the coprocessor argument of the CDE
intrinsics as well as the existing coprocessor intrinsics.
* Adds one CDE intrinsic __arm_cx1 to test the above changes

This commit sets up the infrastructure for auto-generating <arm_mve.h>
and doing clang-side code generation for the builtins it relies on,
and demonstrates that it works by implementing a representative sample
of the ACLE intrinsics, more or less matching the ones introduced in
LLVM IR by D67158,D68699,D68700.
Like NEON, that header file will provide a set of vector types like
uint16x8_t and C functions with names like vaddq_u32(). Unlike NEON,
the ACLE spec for <arm_mve.h> includes a polymorphism system, so that
you can write plain vaddq() and disambiguate by the vector types you
pass to it.
Unlike the corresponding NEON code, I've arranged to make every user-
facing ACLE intrinsic into a clang builtin, and implement all the code
generation inside clang. So <arm_mve.h> itself contains nothing but
typedefs and function declarations, with the latter all using the new
`__attribute__((__clang_builtin))` system to arrange that the user-
facing function names correspond to the right internal BuiltinIDs.
So the new MveEmitter tablegen system specifies the full sequence of
IRBuilder operations that each user-facing ACLE intrinsic should
translate into. Where possible, the ACLE intrinsics map to standard IR
operations such as vector-typed `add` and `fadd`; where no standard
representation exists, I call down to the sample IR intrinsics
introduced in an earlier commit.
Doing it like this means that you get the polymorphism for free just
by using __attribute__((overloadable)): the clang overload resolution
decides which function declaration is the relevant one, and _then_ its
BuiltinID is looked up, so by the time we're doing code generation,
that's all been resolved by the standard system. It also means that
you get really nice error messages if the user passes the wrong
combination of types: clang will show the declarations from the header
file and explain why each one doesn't match.
(The obvious alternative approach would be to have wrapper functions
in <arm_mve.h> which pass their arguments to the underlying builtins.
But that doesn't work in the case where one of the arguments has to be
a constant integer: the wrapper function can't pass the constantness
through. So you'd have to do that case using a macro instead, and then
use C11 `_Generic` to handle the polymorphism. Then you have to add
horrible workarounds because `_Generic` requires even the untaken
branches to type-check successfully, and //then// if the user gets the
types wrong, the error message is totally unreadable!)

The primary goal here is to make the type node hierarchy available to
other tblgen backends, although it should also make it easier to generate
more selective x-macros in the future.
Because tblgen doesn't seem to allow backends to preserve the source
order of defs, this is not NFC because it significantly re-orders IDs.
I've fixed the one (fortunately obvious) place where we relied on
the old order. Unfortunately, I wasn't able to share code with the
existing AST-node x-macro generators because the x-macro schema we use
for types is different in a number of ways. The main loss is that
subclasses aren't ordered together, which doesn't seem important for
types because the hierarchy is generally very shallow with little
clustering.

This patch adds a `-fdeclare-opencl-builtins` command line option to
the clang frontend. This enables clang to verify OpenCL C builtin
function declarations using a fast StringMatcher lookup, instead of
including the opencl-c.h file with the `-finclude-default-header`
option. This avoids the large parse time penalty of the header file.
This commit only adds the basic infrastructure and some of the OpenCL
builtins. It does not cover all builtins defined by the various OpenCL
specifications. As such, it is not a replacement for
`-finclude-default-header` yet.

Foundation's lawyer and we believe this is the correct approach.

code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

There comes a time in the life of any amateur code generator when dumb string
concatenation just won't cut it any more. For NeonEmitter.cpp, that time has
come.
There were a bunch of magic type codes which meant different things depending on
the context. There were a bunch of special cases that really had no reason to be
there but the whole thing was so creaky that removing them would cause something
weird to fall over. There was a 1000 line switch statement for code generation
involving string concatenation, which actually did lexical scoping to an extent
(!!) with a bunch of semi-repeated cases.
I tried to refactor this three times in three different ways without
success. The only way forward was to rewrite the entire thing. Luckily the
testing coverage on this stuff is absolutely massive, both with regression tests
and the "emperor" random test case generator.
The main change is that previously, in arm_neon.td a bunch of "Operation"s were
defined with special names. NeonEmitter.cpp knew about these Operations and
would emit code based on a huge switch. Actually this doesn't make much sense -
the type information was held as strings, so type checking was impossible. Also
TableGen's DAG type actually suits this sort of code generation very well
(surprising that...)
So now every operation is defined in terms of TableGen DAGs. There are a bunch
of operators to use, including "op" (a generic unary or binary operator), "call"
(to call other intrinsics) and "shuffle" (take a guess...). One of the main
advantages of this apart from making it more obvious what is going on, is that
we have proper type inference. This has two obvious advantages:
1) TableGen can error on bad intrinsic definitions easier, instead of just
generating wrong code.
2) Calls to other intrinsics are typechecked too. So
we no longer need to work out whether the thing we call needs to be the Q-lane
version or the D-lane version - TableGen knows that itself!

This makes it seriously easy to work out what you've done wrong in fairly nasty
intrinsics.
As part of this I've massively beefed up the documentation in arm_neon.td too.
Things still to do / on the radar:
- Testcase generation. This was implemented in the previous version and not in
the new one, because
- Autogenerated tests are not being run. The testcase in test/ differs from
the autogenerated version.
- There were a whole slew of special cases in the testcase generation that just
felt (and looked) like hacks.
If someone really feels strongly about this, I can try and reimplement it too.
- Big endian. That's coming soon and should be a very small diff on top of this one.

Expose the ability for parts of the compiler to ask whether an attribute is supported for a given spelling (including scope), syntax, triple and language options.
