The reversion apparently deleted the test/Transforms directory.

Will be re-reverting again.

Xinliang David Li 66bdfca77a [PartialInlining] Profile based cost analysis 
Implemented frequency based cost/saving analysis
and related options.

The pass is now in a state ready to be turne on
in the pipeline (in follow up).
