Georgii Rymar 98a4289810 [llvm-readobj] - For SHT_REL relocations, don't display an addend. 
This is https://bugs.llvm.org/show_bug.cgi?id=44257.

In LLVM style we always print `0` as addend when dumping
SHT_REL relocations. It is confusing, this patch stops
printing it as the first comment on the bug page suggests.

Also change some options that have different semantics (cause confusion) in llvm-readelf mode:

-s => -S
-t => --symbols
-sd => --section-data

Alexander Richardson cfb6093379 Ensure that Elf_Rel addends are always written for dynamic relocations 
Summary:
This follows up on r321889 where writing of Elf_Rel addends was partially
moved to RelocationBaseSection. This patch ensures that the addends are
always written to the output section when a input section uses RELA but the
output is REL.
