Move a detailed test of `BranchProbability::scale()` from
`BlockFrequencyTest` over to `BranchProbabilityTest`.

Add API to `BranchProbability` for scaling big integers.  Next job is to
rip the logic out of `BlockMass` and `BlockFrequency`.
