As discussed in https://reviews.llvm.org/D69998, we miss to create some dependency edges
if chained more than 2 instructions. Adding an assertion here if someone want to chain
more than 2 instructions.

We need also create an artificial edge from ADD1 to A if
https://reviews.llvm.org/D69998 is landed. That will force the Node A scheduled
before the ADD1 and ADD2. But in fact, it is ok to schedule the Node A
in-between ADD3 and ADD2, as ADD3 and ADD2 are NOT a fusion pair because
ADD2 has been matched to ADD1. We are creating these unnecessary dependency
edges that override the heuristics.

Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

Some DAG mutations can only be applied to `ScheduleDAGMI`, and have to
internally cast a `ScheduleDAGInstrs` to `ScheduleDAGMI`.
There is nothing actually specific to `ScheduleDAGMI` in `Topo`.

We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

- Instead of having both `SUnit::dump(ScheduleDAG*)` and
`ScheduleDAG::dumpNode(ScheduleDAG*)`, just keep the latter around.
- Add `ScheduleDAG::dump()` and avoid code duplication in several
places. Implement it for different ScheduleDAG variants.
- Add `ScheduleDAG::dumpNodeName()` in favor of the `SUnit::print()`
functions. They were only ever used for debug dumping and putting the
function into ScheduleDAG is consistent with the `dumpNode()` change.

When fusing instructions A and B, we must add all predecessors of B as
predecessors of A to avoid instructions getting scheduling in between.
There is a special case involving ExitSU: Every other node must be
scheduled before it by design and we don't need to make this explicit in
the graph, however when fusing with a different node we need to schedule
every othere node before the fused node too and we need to make this
explicit now: This patch adds a dependency from the fused node to all
roots in the graph.

The DEBUG() macro is very generic so it might clash with other projects.
The renaming was done as follows:
- git grep -l 'DEBUG' | xargs sed -i 's/\bDEBUG\s\?(/LLVM_DEBUG(/g'
- git diff -U0 master | ../clang/tools/clang-format/clang-format-diff.py -i -p1 -style LLVM
- Manual change to APInt
- Manually chage DOCS as regex doesn't match it.
In the transition period the DEBUG() macro is still present and aliased
to the LLVM_DEBUG() one.

We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

When either instruction in a fused pair has no other dependency, besides on
the other instruction, make sure that other instructions do not get
scheduled between them. Additionally, avoid fusing an instruction more than
