This relands commit 53b3873cf4. The failure
of `ConvertUTFTest.UTF16WrappersForConvertUTF16ToUTF8String` detected the
first time is fixed.

`LLVM-Unit :: Support/./SupportTests/ConvertUTFTest.ConvertUTF16LittleEndianToUTF8String`
`FAIL`s on Solaris/sparcv9:
In `llvm/lib/Support/ConvertUTFWrapper.cpp` (`convertUTF16ToUTF8String`)
the `SrcBytes` arg is reinterpreted/accessed as `UTF16` (`unsigned short`,
which requires 2-byte alignment on strict-alignment targets like Sparc)
without anything guaranteeing the alignment, so the access yields a
`SIGBUS`.
This patch avoids this by enforcing the required alignment in the callers.
Tested on `sparcv9-sun-solaris2.11`.

to reflect the new license.
We understand that people may be surprised that we're moving the header
entirely to discuss the new license. We checked this carefully with the
Foundation's lawyer and we believe this is the correct approach.
Essentially, all code in the project is now made available by the LLVM
project under our new license, so you will see that the license headers
include that license only. Some of our contributors have contributed
code under our old license, and accordingly, we have retained a copy of
our old license notice in the top-level files in each project and
repository.

Removed some unused headers, replaced some headers with forward class declarations.
Found using simple scripts like this one:
clear && ack --cpp -l '#include "llvm/ADT/IndexedMap.h"' | xargs grep -L 'IndexedMap[<]' | xargs grep -n --color=auto 'IndexedMap'

Added new string conversion wrappers that convert between `std::string` (of UTF-8 bytes) and `std::wstring`, which is particularly useful for Win32 interop. Also fixed a missing string conversion for `getenv` on Win32, using these new wrappers.
The motivation behind this is to provide the support functions required for LLDB to work properly on Windows with non-ASCII data; however, the functions are not LLDB specific.

This can also be used instead of the WindowsSupport.h ConvertUTF8ToUTF16
helpers, but that will require massaging some character types. The
Windows support routines want wchar_t output, but wchar_t is often 32
bits on non-Windows OSs.

utils/sort_includes.py.
I clearly haven't done this in a while, so more changed than usual. This
even uncovered a missing include from the InstrProf library that I've
added. No functionality changed here, just mechanical cleanup of the
include order.

This is to support parsing UTF16 response files in LLVM/lib/Option for
