If a downstream project using lit needs time for transition,
add the following to `lit.local.cfg`:

Commit a945037e8f moved the printing of the
"PLEASE submit a bug report" message to the crash handler, but that means we
don't print it when forcing a crash using FORCE_CLANG_DIAGNOSTICS_CRASH. Fix
this by adding a function to get the bug report message and printing it when
forcing a crash.

That way, lit's builtin 'env' command can be used for the 'env' bit.
Also it's clearer that way that the 'not' shouldn't cover 'env'
failures.

Changes the default Windows target triple returned by
GetHostTriple.cmake from the old environment names (which we wanted to
move away from) to newer, normalized ones. This also requires updating
all tests to use the new systems names in constraints.
