Robert Flack 13c7ad9cd2 Replace sys.platform skips in tests with @skip decorators which check against remote platform. 
Adds @skipIfPlatform and @skipUnlessPlatform decorators which will skip if /
unless the target platform is in the provided platform list.

Test Plan:
ninja check-lldb shows no regressions.
When running cross platform, tests which cannot run on the target platform are
skipped.

Fix a bug where calling SBFrame::FindValue() would cause a copy of all variables in the block to be inserted in the frame's variable list, regardless of whether those same variables were there or not - which means one could end up with a frame with lots of duplicate copies of the same variables
