Added basic support for non-rectangular loops. It requires an additional
analysis of min/max boundaries for non-rectangular loops. Since only
linear dependency is allowed, we can do this analysis.

Summary:
Some OpenMP clauses rely on the values of the variables. If the variable
is not initialized and used in OpenMP clauses that depend on the
variables values, it should be reported that the uninitialized variable
is used in the OpenMP clause expression.
This patch adds initial processing for uninitialized variables in OpenMP
constructs. Currently, it checks for use of the uninitialized variables
in the structured blocks.

If the combined directive has default(none) clause and has clauses for
inner directive that reference some variables, for which data-sharing
attributes are not specified, the error messages should be emitted for
such variables.

Summary:
First, this patch fixes an assert failure when, for example, "omp for"
has num_teams.
Second, this patch prevents duplicate diagnostics when, for example,
"omp for" has uniform.
This patch makes the general assumption (even where it doesn't
necessarily fix an existing bug) that it is worthless to perform sema
for a clause that appears on a directive on which OpenMP does not
permit that clause. However, due to this assumption, this patch
suppresses some diagnostics that were expected in the test suite. I
assert that those diagnostics were likely just distracting to the
user.

-fopenmp turns on OpenMP support and links libiomp5 as OpenMP library. Also there is -fopenmp={libiomp5|libgomp} option that allows to override effect of -fopenmp and link libgomp library (if -fopenmp=libgomp is specified).

Move some of the verifier directives away from the end of the pragma line.
This ensures that the diagnostics relate to the trailing token being tested and
not the verifier comments which are themselves part of the token stream.
