Simon Atanasyan f4d32ae75b [mips] Check that features required by built-ins are enabled 
Now Clang does not check that features required by built-in functions
are enabled. That causes errors in the backend reported in PR44018.

This patch fixes this bug by checking that required features
are enabled.

This should fix PR44018.

Jim Grosbach 2987c57924 Tests: check for target availability for target-specific tests. 
Lots of tests are using an explicit target triple w/o first checking that the
target is actually available. Add a REQUIRES clause to a bunch of them. This should
hopefully unbreak bots which don't configure w/ all targets enabled.
