Scott Michel a2495508cd CellSPU: 
- Fix bug 3185, with misc other cleanups.
- Needed to implement SPUInstrInfo::InsertBranch(). CAUTION: Not sure what
  gets or needs to get passed to InsertBranch() to insert a conditional
  branch. This will abort for now until a good test case shows up.

Dan Gohman eabd647cd5 Change target-specific classes to use more precise static types. 
This eliminates the need for several awkward casts, including
the last dynamic_cast under lib/Target.

Dan Gohman 24570836b2 Use PassManagerBase instead of FunctionPassManager for functions 
that merely add passes. This allows them to be used with either
FunctionPassManager or PassManager, or even with a custom new
kind of pass manager.
