We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

This is different from CanAlterRefCount since CanDecrementRefCount is
attempting to prove specifically whether or not an instruction can
decrement instead of the more general question of whether it can
decrement or increment.

Add header guards to files that were missing guards. Remove #endif comments
as they don't seem common in LLVM (we can easily add them back if we decide
they're useful)
