Matt Arsenault 54a8a8d509 AMDGPU: Fix using unencodable instructions in tests 
There are a number of MIR tests using instructions on subtargets where
they don't really exist. These are some of the easy cases that don't
require splitting up test functions.

Matt Arsenault 4b1f6cdbf9 AMDGPU: Don't run indexing mode switches with exec = 0 
Add mode defs rather than special casing this like some of the other
instructions.
