[libomptarget] Require LLVM source tree to build libomptarget
This is to permit reliably #including files from the LLVM tree in libomptarget,
as an improvement on the copy and paste that is currently in use. See D87841
for the first example of removing duplication given this new requirement.
The weekly openmp dev call reached consensus on this approach. See also D87841
for some alternatives that were considered. In the future, we may want to
introduce a new top level repo for shared constants, or start using the ADT
library within openmp.
This will break sufficiently exotic build systems, trivial fixes as below.
Building libomptarget as part of the monorepo will continue to work.
If openmp is built separately, it now requires a cmake macro indicating
where to find the LLVM source tree.
If openmp is built separately, without the llvm source tree already on disk,
the build machine will need a copy of a subset of the llvm source tree and
the cmake macro indicating where it is.

The tool provides TSAN annotations for OpenMP synchronization. The tool
is activated if no other OMPT tool is loaded.
The tool detects whether the application was built with TSan and rejects
activation according to the OMPT protocol if there is no TSan-rt.

Introduce OPENMP_INSTALL_LIBDIR and use in all install() commands.
This also fixes installation of libomptarget-nvptx that previously
didn't honor {OPENMP,LLVM}_LIBDIR_SUFFIX.

We now have several options that apply for both libraries and they
shouldn't be documented in multiple files. When already merging
the two Build_With_CMake.txt documents, convert them to
reStructuredText which is used for all of LLVM's documentation.

Perform a nested CMake invocation to avoid writing our own parser
for compiler versions when we are not testing the in-tree compiler.
Use the extracted information to mark a test as unsupported that
hangs with Clang prior to version 4.0.1 and restrict tests for
libomptarget to Clang version 6.0.0 and later.

The code for the two OpenMP runtime libraries was very similar.
Move to common CMake file that is included and provides a simple
interface for adding testsuites. Also add a common check-openmp
target that runs all testsuites that have been registered.
Note that this renames all test options to the common OPENMP
namespace, for example OPENMP_TEST_C_COMPILER instead of
LIBOMP_TEST_COMPILER and so on.

These are needed by both libraries, so we can do that in a
common namespace and unify configuration parameters.
Also make sure that the user isn't requesting libomptarget
if the library cannot be built on the system. Issue an error
in that case.

As a first step, this allows us to generalize the detection of
standalone builds and make it fully compatible when building in
llvm/runtimes/ which automatically sets OPENMP_STANDLONE_BUILD.

We have just fixed the codegen of omp_is_initial_device() to reliably work
when offloading to the same device, see commit r316001. This fixes the
failing tests that were the reason why we disabled the library for 5.0.

Introduce OPENMP_ENABLE_LIBOMPTARGET which defaults to OFF at the moment.
libomptarget is not yet ready for prime time:
- Offloading to NVIDIA GPUs is not completed yet (compiler, device RTL)
- The generic ELF plugin for offloading to the host (meant for testing)
uses a single instance of the OpenMP runtime (libomp). That is why
omp_is_initial_device() returns 1 which makes the tests fail.
Because of these reasons, we want to disable building (and testing!)
for release 5.0.

This patch integrates the libiomp CMake build system into the LLVM CMake build
system so that users can checkout libiomp into the projects directory of llvm
and build llvm, clang, and libiomp all together. These changes specifically
introduce a new install target which will put libraries and headers into the
correct locations when either a standalone build or part of llvm.
The copy_recipe() method has been removed in favor of the POST_BUILD method
to move headers into the exports subdirectory. And lastly, the MicroTests.cmake
file was refactored which led to simpler target dependencies and a new target,
make libiomp-micro-tests, which performs the 5 small tests (test-relo,
test-touch, etc.) when called.
