Register context information was already being passed into the DWARFDebugFrame code that dumps unwind information but it wasn't being used. This change adds the ability to dump registers names of a valid MC register context was passed in and if it knows about the register. Updated the tests to use the newly returned register names.

The new behavior matches GNU objdump. A pair of angle brackets makes tests slightly easier.
`.foo:` is not unique and thus cannot be used in a `CHECK-LABEL:` directive.
Without `-LABEL`, the CHECK line can match the `Disassembly of section`
line and causes the next `CHECK-NEXT:` to fail.

While the value of the CIE pointer field in a DWARF FDE record is
an offset to the corresponding CIE record from the beginning of
the section, for EH FDE records it is relative to the current offset.
Previously, we did not make that distinction when dumped both kinds
of FDE records and just printed the same value for the CIE pointer
field and the CIE offset; that was acceptable for DWARF FDEs but was
wrong for EH FDEs.
This patch fixes the issue by explicitly printing the offset of the
linked CIE object.

We do not keep the actual value of the CIE ID field, because it is
predefined, and use a constant when dumping a CIE record. The issue
was that the predefined value is different for .debug_frame and
.eh_frame sections, but we always printed the one which corresponds
to .debug_frame. The patch fixes that by choosing an appropriate
constant to print.

Instructions marked as FrameSetup do not cause requestLabelAfterInsn to
be called and so no such label is generated. Call instructions which
require call site entries to be generated require this label to be
present in order to calculate the return PC offset/address, but the
check for whether the call instruction is marked as FrameSetup was not
present.
Therefore in the case where a call instruction is marked as FrameSetup,
an assertion failure occurs if a call site entry is to be generated.
This is the case with RISC-V's implementation of save/restore via
library calls.

Summary: Add support for resolving `R_RISCV_32_PCREL` relocations. Those aren't
actually resolved AFAIK, but support is still needed to avoid llvm-dwarfdump
errors. The use of these relocations was introduced in D66419 but the
corresponding resolving wasn't added then. The test adds a check that should
catch future unresolved relocations.

Summary: Removes CFI CFA directives that could incorrectly propagate
beyond the basic block they were inteded for. Specifically it removes
the epilogue CFI directives. See the branch_and_tail_call test for an
example of the issue. Should fix the stack unwinding issues caused by
the incorrect directives.

In debug frame information, some fields, e.g., Length in CIE/FDE and
Offset in FDE are attributes to describe the structure of CIE/FDE. They
are not related to the relaxed code. However, these attributes are
symbol differences. So, in current design, these attributes will be
filled as zero and LLVM generates relocations for them.
We only need to generate relocations for symbols in executable sections.
So, if the symbols are not located in executable sections, we still
evaluate their values under relaxation.

There is an opcode with 6-bits data in debug frame encoding. So, we
also need 6-bits fixup types.

When code relaxation is enabled many RISC-V fixups are not resolved but
instead relocations are emitted. This happens even for DWARF debug
sections. Therefore, to properly support the parsing of DWARF debug info
we need to be able to resolve RISC-V relocations. This patch adds:
* Support for RISC-V relocations in RelocationResolver
* DWARF support for two relocations per object file offset
* DWARF changes to support relocations in more DIE fields
The two relocations per offset change is needed because some RISC-V
relocations (used for label differences) come in pairs.
Relocations can also be emitted for DWARF fields where relocations were
not yet evaluated. Adding relocation support for some of these fields is
essencial. On the other hand, LLVM currently emits RISC-V relocations
for fixups that could be safely evaluated, since they can never be
affected by code relaxations. This patch also adds relocation support
for the fields affected by those extraneous relocations (the DWARF unit
entry Length, and the DWARF debug line entry TotalLength and
PrologueLength), for testing purposes.

DWARF will record the mappings of lines and addresses in
.debug_line section. It will encode the information using special
opcodes, standard opcodes and extended opcodes in Line Number
Program. I use DW_LNS_fixed_advance_pc to encode fixed length
address delta and DW_LNE_set_address to encode absolute address
to make it possible to generate fixups in .debug_line section.
