Keith Smiley 9f9ed7a81a [clang] Fix darwin REQUIRES test annotation (NFC)
Some subprojects like compiler-rt define the `darwin` feature in their
lit config, but clang does not do that, so we need to use the global
`system-darwin` here instead.

Thomas Preud'homme 6dc863cd85 [clang, test, Darwin] Fix tests expecting Darwin target
Clang tests Driver/apple-arm64-arch.c and
Driver/darwin-warning-options.c test Darwin driver functionality but
only require the host system to be Darwin. This leads the tests to fail
when building a cross-compiler on Darwin and to be marked unsupported
when cross-compiling to Darwin from another system. This commit changes
the requirements for those tests to require the target to be Darwin.

The test should only run with a Darwin driver only.

Alex Lorenz 565603cc94 [clang][driver] set macOS as the target OS for -arch arm64 when clang
is running on an Apple Silicon mac

This change allows users to use `-arch arm64` to build for mac when
running it on Apple Silicon mac without explicit `-target` option.
