Summary:
We've been running doxygen with the autobrief option for a couple of
years now. This makes the \brief markers into our comments
redundant. Since they are a visual distraction and we don't want to
encourage more \brief markers in new code either, this patch removes
them all.

Now that we've moved to C++14, we no longer need the llvm::make_unique
implementation from STLExtras.h. This patch is a mechanical replacement
of (hopefully) all the llvm::make_unique instances across the monorepo.

The FileManager has been updated to return llvm::ErrorOr from getFile
and getDirectory, this commit updates all the callers of those APIs from
clang.

Summary:
Currently HeaderSearch only looks at SearchDir's passed into it, but in
addition to those paths headers can be relative to including file's directory.
This patch makes sure that is taken into account.
