[BOLT] Restrict icp-inline to callsites
ICP peel for inline mode only makes sense for calls, not jump tables. Plus, add a check that the Target BinaryFunction is found. Reviewed By: rafauler Differential Revision: https://reviews.llvm.org/D128404
