[X86][AVX] lowerShuffleWithVTRUNC - pull out TRUNCATE/VTRUNC creation into helper code. NFCI.

Prep work toward adding v16i16/v32i8 support for lowerShuffleWithVTRUNC and improving lowerShuffleWithVPMOV.
