[DAG] Extend visitSCALAR_TO_VECTOR optimization to truncated vector.

Summary:
Allow SCALAR_TO_VECTOR of EXTRACT_VECTOR_ELT to reduce to
EXTRACT_SUBVECTOR of vector shuffle when output is smaller. Marginally
improves vector shuffle computations.
