[OpenMP][CUDA] Add missing overload for `remquo(float,float,int*)`
Reported by Colleen Bertoni <bertoni@anl.gov> after running the OvO test suite: https://github.com/TApplencourt/OvO/ The template overload is still hidden behind an ifdef for OpenMP.
